Lead Technical Engineer at Thames Water Utilities Limited
Thames Water undertook a large scale obsolete equipment replacement programme, part of which was the replacement of one of their Regional Clean Water SCADA systems.Being a critical part of Thames Waters overall replacement strategy, the new Regional Clean Water SCADA system is a high profile programme with many dependencies e.g. the RTU replacement programme.COTEQ Solutions were requested to fill the role of Lead Technical Engineer for the final deployment phase of the project.Taken on for their Thames Water process knowledge, WITS DNP3 protocol experience and previous SCADA replacement involvement, the Lead Technical Engineer role involved:

Ensuring all Thames Water standards and processes were adhered to

Co-ordination of all parties to ensure the impact on the operational production environment was kept to a minimum.
Bilfinger were awarded a Partnership with Thames Water as their Technical partner. As part of this partnership, a team was setup to install and configure both the site telemetry units and configure the SCADA system.COTEQ Solutions supply a SCADA Configuration Engineer embedded as part of this Bilfinger team. The Engineer not only provides experience of the Schneider ClearSCADA system, but also an in depth knowledge of the RTUs being implemented on site.The SCADA Configuration Engineer role involved:

SCADA Configuration Engineer at Bilfinger UK Limited
Telemetry Engineer for Sweco UK Limited
Coteq Solutions were requested to provide a Telemetry Engineer working as an integrated part of the Sweco PMO team located in Ireland. Our experienced Consultant Engineer assisted with the generation of the necessary documentation and configuration to update the telemetry outstations and current SCADA system for the client.
The role included:

Preparing configuration for telemetry outstations and the SCADA System

Commissioning support

Analysing telemetry data and optimising the quality of data
Coteq Support Services were requested to facilitate and mange the procurement and implementation of a number of Thames Waters new communications infrastructure components including ADSL, CSL dual managed path (VDSL/4G), MPLS circuits, 3G/4G only.
This required the team to undertake the following functions

Site surveys – Locating existing comms infrastructure, assessing availability for new infrastructure. 4G surveys and production of reports. Determination of best antenna location for best possible comms.

RAMS and TWOSA production for sites.

Outage planning where required working closely with stakeholders.

Openreach site supervision for PSTN, ADSL, VDSL, SOGEA and MPLS installations.

Pre-commissioning and commissioning of routers.

Integration of routers into SolarWinds network management infrastructure.

Coteq Support Services have become a key ‘go-to’ resource by the Thames Water Operational Technology teams to undertake many infrastructure upgrade projects including:
Firewall configuration and replacements –

Firewall replacements at 100 sites (on both Process and Electronic Security Systems networks).

RAMS and TWOSA generation and submission

Outage planning and approvals required for all sites to ensure minimal downtime of offsite visibility.

Close working relationship developed with OT Network Team, Alarm Management Centre and Operational Management Centre to ensure efficient integration.

All sites completed within 6 months.
Network Switch Upgrades –

Supported Thames Water OT Security Team and framework security SI’s with upgrading Electronic Site Security (ESS) networks to replace legacy switches and create fibre rings on site.

Modified existing switch configurations and configuring new switches.

Created fibre MRP rings.

Delivered training for framework SI’s and assessed competency.
Network Router Configuration Upgrades –

Configured routers for all of Thames Water’s 184 Service Reservoir sites.

Developed and tested new firmware releases to ensure continued stable operation.
